0:00 The first Senate vote on the big crypto law, the CLARITY Act, is now officially scheduled for September fifteenth.0:07 Just as we were talking about that seven-hundred-billion-dollar AI surge in our last briefing, the ground underneath Big Tech is starting to shift in a big way.0:17 The era of moving fast and breaking things without consequence might actually be ending.0:23 Here's what else is moving.0:25 Meta is now in a federal appeals court, fighting the FTC's attempt to bring back monopoly charges against the company.0:32 This isn't a new fight, but it's a new and much higher-stakes round.0:36 The fact that the FTC is pushing this hard to revive a case it already lost once tells you everything you need to know about the current mood in Washington.0:47 And it's not just the regulators.0:49 It's you, it's everyone.0:50 A new report just dropped showing that forty percent of U.S.0:54 adults believe AI will have a NEGATIVE impact on society over the next twenty years.0:59 That's a huge number.1:01 Public goodwill is a resource, and for the first time, it looks like the tech industry's account might be overdrawn.1:08 Courts are also getting tougher, which tracks with that public sentiment.1:13 And while the giants are getting tangled in litigation, some investors are making a different bet.1:19 They're looking at small-cap companies.1:22 The logic is that things like reduced regulation—for them, not for Meta—and new domestic manufacturing incentives are creating a quiet boom for smaller, more nimble players.1:33 It's a counter-narrative to the idea that all regulation is bad for business.1:38 For some, it's actually creating an opening.1:41 So let's go back to that crypto bill, the CLARITY Act.1:44 This is the one that's supposed to finally give the entire digital asset industry a clear legal framework in the United States.1:52 At least, that's the idea.1:54 The industry has been begging for this.1:56 You can't have stablecoins transforming payments, or tokenized real-world assets changing finance, without clear rules of the road.2:05 It's the one thing everyone agrees on.2:07 So, the Senate is set to take a procedural vote on September fifteenth.2:12 And that sounds like progress, right?2:14 A date is on the calendar.2:16 But here's the turn.2:17 That vote isn't to pass the bill.2:19 Oh no.2:20 It's a cloture vote.2:21 It's a vote to see if they can get sixty senators to agree to even START a real debate on the bill.2:27 It's a vote about having a vote.2:29 And this is where it gets messy.2:32 According to CNBC reporter Tanaya Macheel, many of the investors she talks to—the people whose money is actually on the line—think the bill is, quote, "dead in the water for 2026." They believe the whole process is just going to get punted into 2027, after the midterm elections change the entire calculation.2:51 So you have this complete split.2:53 On one side, you have official Washington, with senators talking about how they're "working on it every day." You have Coinbase's CEO Brian Armstrong saying the support is within reach.3:05 But on the other side, you have the market itself saying, "We don't believe you." They see the August recess delay, they see the procedural hurdles, and they are betting it all falls apart.3:18 It’s the ultimate DC story: a landmark bill that could define an entire industry for a generation might just die of boredom and procedural nonsense before it even gets a real debate.3:29 The weirdest part?3:30 The crypto market would probably just persist without it.3:34 The SEC and CFTC are seen as more supportive than the last administration, so even if Congress fails, the industry has a sort of regulatory floor to stand on.3:44 It’s not the clarity they wanted, but it’s not total chaos either.3:48 So what we have isn't a simple story of a bill passing or failing.3:53 It's a story about a system that's becoming so fragmented and so skeptical of itself that even its biggest, most important moves are seen as political theater by the people they're supposed to affect.4:06 The real change isn't a new law.4:08 The real change is that this kind of legislative friction is now a permanent feature of the tech landscape.4:14 The fight itself has become the new status quo.
