About this episode In this episode, we delve into the tragic and largely forgotten story of the St. Francis Dam collapse—a catastrophe that devastated communities and reshaped engineering practices. Through meticulous exploration, we uncover the circumstances leading to the disaster, its profound impact, and why this piece of history deserves renewed attention. Join us as we bring this buried chapter to light, revealing lessons from the past that remain relevant today.
0:00 At three minutes to midnight on March twelfth, nineteen twenty-eight, the Saint Francis Dam ceased to exist.0:09 Just like the forgotten flames of the Iroquois Theatre we unearthed last week, this isn't a story of malice.0:18 This is a story of NEGLIGENCE, written in water and mud.0:23 The case begins, as these often do, with ambition.0:27 Los Angeles in the nineteen twenties was a city with an unquenchable thirst, and the St.0:34 Francis Dam was meant to be its reservoir.0:38 A massive, curved concrete wedge holding back twelve BILLION gallons of water for a growing metropolis.0:47 Its architect was William Mulholland, the chief engineer of the city's water supply.0:54 A man who had, quite literally, brought water to the desert.0:59 He was a titan.1:00 He was trusted.1:02 And on the morning of March twelfth, the day of the collapse, the dam keeper, a man named Tony Harnischfeger, noticed something wrong.1:13 He saw new leaks.1:15 Not just clear seepage, which was common, but muddy water.1:19 Water carrying silt and soil from the canyon wall the dam was anchored to.1:26 He called Mulholland.1:28 By midday, Mulholland and his assistant were at the dam.1:32 They inspected the leaks.1:34 They saw the muddy water.1:37 And here is the moment the disaster becomes inevitable.1:41 They declared it safe.1:43 Normal seepage for a dam of this size, they concluded.1:48 They went home.1:49 Twelve hours later, Tony Harnischfeger and his family were among the first to be obliterated.1:57 At eleven fifty-seven P.M., the western abutment of the dam gave way.2:03 The geology it was built on was unstable, a fact that was either missed or ignored.2:10 The entire lake, twelve-point-four billion gallons, emptied in under an hour.2:16 A wall of water, some reports say one hundred and eighty feet high, scoured the San Francisquito Canyon at eighteen miles per hour.2:28 It was not water anymore.2:30 It was a liquid battering ram of mud, boulders, and debris.2:35 Entire towns were wiped off the map.2:38 The official death toll is four hundred and thirty-one.2:43 But here is the detail buried in the archives.2:46 That number is a fiction.2:49 In the path of the flood were encampments of migrant farm workers.2:54 People with no official records, no names on a census.2:59 Their deaths were never counted.3:02 They were simply washed away.3:04 So what does it all add up to?3:07 A story of a city's ambition, an engineer's hubris, and the ignored warnings of the man closest to the danger.3:16 The historical parallel here isn't just another preventable tragedy.3:22 It's the specific crime of expertise dismissing evidence.3:27 Mulholland was the expert.3:29 His reputation was unassailable.3:32 When he declared the dam SAFE, the conversation ended.3:36 The muddy water was a clue.3:38 A desperate, final message from the earth itself.3:43 And he ignored it.3:44 Unlike the Iroquois fire, which was contained to one building, this was a failure on a geological scale.3:53 It reshaped the landscape.3:55 It also ended Mulholland's career.3:58 He took full responsibility, famously saying, "I envy the dead." His career was over, but the real cost was paid by hundreds of people sleeping in their beds.4:12 The catastrophe led to the formation of California’s dam safety program and new standards for civil engineering nationwide.4:22 The lesson was learned, but it was written in blood.4:27 The water receded.4:28 The mud dried.4:29 But the silence of those voices, the ones who saw the cracks and were ignored, still echoes down the canyon.
