0:00 The White House just proposed a fifty-one percent cut to the Department of Housing and Urban Development, killing Section 8 vouchers.0:09 At the same time, Congress quietly made the largest investment in affordable housing in decades.0:16 Last week, we talked about decoding the moves beyond the headlines.0:21 This week, the real story isn't just one move — it's two opposite moves happening at the exact same time.0:28 While that budget battle brews, President Trump just signed a trio of executive orders.0:35 One aims to boost AI innovation, another to tighten customs enforcement, and a third—called Schedule Policy—is designed to give the President more power over the federal workforce.0:48 These aren't just press releases.0:50 They are the architectural plans for a second term, being laid down right now, while Congress is just getting back to work.0:59 And speaking of Congress, they reconvened today, June twenty-second, with three bills already moving.1:06 The one to watch is H.R.1:08 7296, the SAVE America Act.1:10 It would require proof of U.S.1:12 citizenship to register for federal elections.1:15 Supporters call it election integrity.1:18 Opponents call it the biggest voter suppression effort in a generation.1:23 Also moving is a massive, bipartisan Veterans Affairs bill and an act to stop fraudulent government payments.1:31 A rare moment of cooperation, surrounded by pure political combat.1:36 Meanwhile, the real action is shifting away from D.C.1:39 Over one hundred primary elections just wrapped up across fifteen states.1:45 In Montana, a dark horse Democrat, Alani Bankhead, won her Senate primary thanks to a PAC tied to a former senator.1:53 In Maryland, former Congressman David Trone is spending millions of his own fortune to try and win his old seat back.2:01 Money and influence are shaping the November ballot before most voters are even paying attention.2:08 And it's not just elections.2:10 States are now leading on policy.2:13 Illinois just banned A-I from being used for workplace discrimination.2:18 Nineteen states have raised their minimum wage this year.2:22 A Democratic representative from Pennsylvania put it bluntly: "If Washington, D.C.2:28 isn’t going to get it done...2:30 it is our responsibility to deliver." Now, let's go back to that housing story.2:35 Because this is where you see the entire political strategy of this moment in one place.2:42 On one hand, you have the administration’s budget proposal.2:46 A fifty-one percent cut to HUD.2:48 It doesn't just shrink programs.2:51 It eliminates them.2:52 Section 8 housing choice vouchers, gone.2:55 The public housing fund, zeroed out.2:57 These programs currently help millions of people pay rent.3:02 The proposal replaces them with a block grant to states, but with a two-year cap on assistance.3:08 It’s a radical disassembly of the housing safety net built over the last fifty years.3:15 But here is the turn.3:16 At the exact same time, a different part of the government just made the Low-Income Housing Tax Credit permanent.3:24 The LIHTC.3:25 It’s a tax break for private developers who build affordable rental units.3:30 This expansion is projected to help finance one-point-two-two million new affordable homes over the next decade.3:38 The CEO of the Affordable Housing Tax Credit Coalition called it "the biggest step forward in addressing our affordable housing crisis in decades." So what does it all add up to?3:51 This isn't a contradiction.3:53 It's a substitution.3:54 It is a massive, high-stakes philosophical bet.3:58 The strategy is to shift federal housing policy away from subsidizing renters...4:04 and toward subsidizing builders.4:06 Away from direct government assistance and toward private market incentives.4:11 The bet is that the private sector can build our way out of the housing crisis more efficiently than the government can.4:20 The problem?4:21 The LIHTC program builds new units over years.4:24 Eliminating Section 8 creates a crisis for current renters...4:29 now.4:29 There's a gap.4:30 And millions of people could fall right through it.4:34 This is the pattern to watch this year.4:36 Big, ideological bets from the White House.4:39 Partisan trench warfare in Congress.4:42 And all the while, the real momentum—in policy and in politics—is happening at the state level, where leaders aren't waiting for D.C.4:52 to figure it out.4:53 Washington is debating the blueprint for the house.4:56 But the states are already laying the foundation, and they're not waiting for permission to build.
