0:00 Nearly eighty percent of U.S.0:01 embassies in Africa do not have an ambassador.0:05 In our last briefing on the world's power plays, we tracked the new alliances being forged.0:11 Today, we're talking about the vacuums those alliances are now filling, because America simply isn't in the room to object.0:19 More than half of all American ambassadorships are vacant.0:23 This isn't a policy pivot.0:25 It's a strategic collapse in plain sight.0:27 Here's what else is moving.0:29 In the Eastern Mediterranean, Israel just unveiled a plan to turn commercial ships into unmanned drone carriers.0:37 Elbit Systems is putting its Hermes 650 drones on civilian vessels, creating floating surveillance and strike platforms out of thin air.0:46 This is a force multiplier that changes the naval balance overnight.0:51 Meanwhile, old rivals are making new friends.0:54 Egypt’s defense minister just landed in Ankara—the first such visit in nearly thirteen years.1:00 Turkey and Egypt are now openly discussing defense industry cooperation.1:05 That's a tectonic shift for North Africa and the Levant.1:09 On the economic front, the EU has extended its forty-four dollar price cap on Russian oil until July twenty-third.1:16 A small move, but it signals the sanctions regime isn't cracking yet.1:21 And in the Western Hemisphere, the U.S.1:24 just slapped a twenty-five percent tariff on a range of Brazilian goods, escalating a trade dispute that has been simmering for a year.1:33 But the biggest shift isn't a single deal.1:35 It's a new doctrine of warfare.1:38 Here's the thing about power.1:40 We think it's about who has the biggest army, the most aircraft carriers.1:44 The Thucydides Trap.1:46 A rising power meets an established power, and conflict is inevitable.1:51 That story is breaking down.1:52 Today, power is about who can resist asymmetrically.1:56 Look at Ukraine.1:57 Russia’s military budget is nearly TEN times larger.2:01 And yet, the war grinds on.2:02 Why?2:03 Because Ukraine leveraged drones, battlefield innovation, and critical Western support to neutralize a conventional superpower.2:11 Look at Iran.2:12 For years, it was diplomatically isolated, economically strangled.2:17 But through a network of proxies, a sophisticated ballistic missile program, and new alliances with Russia and China, Tehran is projecting more power across the Middle East than ever before.2:29 It broke the siege without fighting a conventional war.2:33 This is the new rulebook, written by what one analyst calls "asymmetric resistance." It's a strategy for the underdog.2:41 And it works.2:42 And it works especially well when the global policeman has left the beat.2:47 Let's go back to those empty embassies.2:49 This isn't just a problem in Africa.2:52 We're talking about high-status posts from Germany to Saudi Arabia sitting empty.2:57 You can't run a global network of alliances over Zoom.3:01 You can't gather intelligence, counter disinformation, or build relationships from an office in Washington D.C.3:08 Power abhors a vacuum.3:10 And the U.S.3:11 is creating vacuums everywhere.3:13 So who fills them?3:14 The middle powers.3:15 Countries in the Indo-Pacific—and beyond—are no longer just following the lead of Washington or Beijing.3:22 As one French analyst put it, they are becoming "indispensable players" in their own right.3:28 They are diversifying their partnerships.3:31 They are hedging their bets.3:33 They understand that the world is no longer bipolar.3:37 It's multipolar, and it's messy.3:39 This is the direct consequence.3:41 When the dominant power steps back, it doesn't create peace.3:45 It creates opportunity.3:46 Opportunity for regional powers like Turkey and Egypt to realign.3:51 Opportunity for innovators like Israel to change the military game.3:55 And opportunity for states like Iran to use asymmetric tactics to achieve strategic goals the U.S.4:02 spent decades trying to prevent.4:04 The story of July 2026 isn't about one big rivalry.4:08 It's about dozens of smaller players realizing the field is more open than it has been in a generation.4:15 The map is being redrawn, not by grand treaties, but by empty desks.4:19 The single greatest shift in the global balance of power today isn't a declaration of war.4:25 It's a failure to send a diplomat.
