0:00 Japan and the United States just crossed an industrial threshold in Cebu: they've agreed to manufacture advanced medium-range air-to-air missiles together on Japanese soil.0:09 In episode 185, we tracked how global defense deals were quietly rewriting mutual security guarantees; this new agreement, formally dubbed Operation Supercharge, converts that political talk into physical assembly lines for F-35 fighter jets.0:23 Across three other fronts this hour, governments are shifting from public diplomacy to hard enforcement.0:30 In Washington, the United States Treasury sanctioned Rwanda's Ministry of Defense alongside the military lender Zigama Credit and Savings Society.0:38 Treasury Secretary Scott Bessent tied the freeze directly to Kigali deploying troops and moving cash for M23 rebels in eastern Democratic Republic of Congo.0:47 Rwanda's government maintains all sides must honor the Washington Accords and neutralize rival militias, but the dollar ban cuts off military procurement channels immediately.0:57 At the United Nations, thirty-four years of global consensus against the American embargo on Cuba just fractured.1:04 The General Assembly still called for an end to the embargo, but backing fell to a twenty-year low: one hundred thirty votes in favor, seventeen against, and twenty-five abstentions, down from one hundred sixty-five votes last year.1:17 And in Moscow, foreign policy aide Yuri Ushakov announced that European governments won't be at the table when Ukraine, Russia, and the United States meet in Abu Dhabi next month.1:28 Finnish President Alexander Stubb claimed Europe would take part, but Moscow's line is firm: keep European capitals outside the room.1:35 Now, look at what that missile deal in Cebu actually alters on the ground.1:40 For decades, Tokyo bought finished American munitions or assembled older platforms under tight domestic limits.1:46 Late Wednesday night in the central Philippines, Japanese Defense Minister Shinjiro Koizumi and Pentagon chief Pete Hegseth locked in something different.1:55 Japan won't just host air wings; it's going to build the interceptor missiles that keep American and Japanese fifth-generation stealth fighters armed in a regional crisis.2:05 Koizumi spoke plainly of a shared sense of crisis in the Pacific.2:09 That part is confirmed; what remains unstated in the joint communique is the production timeline and the exact factory floor.2:16 But the operational reality is already set.2:18 Modern air warfare burns through precision stockpiles in days, not months.2:23 American defense plants in the continental United States are already stretched thin by worldwide commitments.2:29 By establishing joint missile manufacturing in Japan, Washington isn't just selling kit to an ally.2:35 It's outsourcing forward military production directly into East Asia.2:39 That is claimed by both capitals as deterrence, not provocation.2:42 Yet combined with Moscow shutting Europe out of Gulf diplomacy and Washington weaponizing banking against African defense ministries, it reveals who is setting terms.2:52 Global security isn't being negotiated in broad assemblies anymore.2:56 It's being built inside closed bilateral pacts and reinforced factory walls.3:00 That is the picture from here.3:02 Back to you in the studio.
