0:00 Europe just hit Russia with a record-breaking sixteen hundred new sanctions.0:05 At the exact same time, the White House cut a deal with Vladimir Putin.0:10 In our last briefing on global power plays, we talked about shifting alliances.0:15 Well, the transatlantic one just developed a serious crack.0:20 Here’s the rundown.0:21 The European Union is digging in.0:23 That new sanctions list is the largest single expansion ever, with half the names linked directly to ballistic missile production.0:32 German Chancellor Friedrich Merz was blunt: “Russia will only negotiate seriously under pressure.” The message from Brussels and Berlin is clear: we are holding the line.0:44 But Washington just drew a different line.0:47 President Trump’s administration brokered a surprise deal, releasing thousands of tonnes of previously sanctioned Russian diesel into the global market.0:58 It’s a move European foreign ministers are calling “regrettable and concerning.” That’s diplomatic language for furious.1:06 Meanwhile, the U.S.1:08 Treasury just sanctioned the former president of the Democratic Republic of Congo, Joseph Kabila.1:15 The charge?1:15 Materially supporting the armed groups tearing eastern Congo apart, specifically the M23 militia.1:22 This isn’t just about Kabila.1:24 It’s a direct shot at Rwanda, which Washington now sees as the primary destabilizing force in the region.1:32 And finally, a notable shift in the Middle East.1:35 After a new wave of Houthi attacks on Saudi airports and energy infrastructure, Beijing has spoken up.1:42 China’s Foreign Ministry publicly condemned the attacks and called for restraint.1:48 For a power that usually plays its cards close, this public condemnation is a signal.1:54 Beijing has assets to protect, and its patience for regional chaos is wearing thin.2:00 Okay, let's go back to that transatlantic rift.2:03 This is the story that matters most today.2:06 Because it's not just a disagreement.2:09 It’s a fundamental divergence in strategy, happening in plain sight.2:13 The EU’s move was a show of force.2:16 Sixteen hundred new entities on the sanctions list.2:19 EU High Representative Kaja Kallas said, “We showed unity today.” And they did.2:25 They targeted the heart of Putin’s war machine — the factories and financiers building the missiles.2:32 This was meant to be a message of unwavering, united Western resolve.2:37 Then, the White House pulled the rug out.2:40 This diesel deal isn't symbolic.2:42 It's cash.2:43 It’s thousands of tonnes of fuel that was supposed to be locked down, now flowing, generating revenue for the Kremlin.2:51 The official line from Washington is about stabilizing energy prices.2:56 But nobody in Brussels, Berlin, or Kyiv believes that.3:00 They see it as a transactional pivot that gives Putin a lifeline and a propaganda victory.3:06 It tells the world the American-led coalition can be fractured.3:10 Here’s what you have to understand.3:13 Europe is now in an impossible position.3:16 Ireland’s Foreign Minister, Helen McEntee, said it all.3:19 She stressed the need to “maintain that pressure” on Russia, but in the very next breath, admitted the need to “maintain our channels with the US, because this is not going to be achievable without the support of the US.” They are trying to fight a war on two fronts.3:38 One against Russia, and a new, diplomatic one to keep their most powerful ally from actively undermining them.3:46 It’s a balancing act they cannot sustain.3:49 Now, to Central Africa.3:50 The sanctions on Joseph Kabila look like a single action, but they are the culmination of a major policy reversal.3:58 For years, the U.S.4:00 played a complex game in the Great Lakes region.4:03 That game is over.4:04 The Treasury didn't just sanction a former head of state.4:08 It accused him, by name, of being an engine of instability.4:13 Of backing the M23 militia, the very group responsible for so much of the recent violence.4:19 But the real target here isn't just Kabila.4:22 It's his alleged patrons in Kigali.4:24 The Trump administration is now openly pressuring Rwanda.4:28 It has sanctioned the Rwandan Defense Force.4:32 It has sanctioned senior commanders.4:34 Why?4:34 Because Washington believes Rwanda sabotaged a peace deal.4:38 A deal signed just last December, at the White House.4:42 This is seen not just as regional meddling, but as a personal affront.4:47 The statement from the Treasury was ice cold: “The United States stands with the Congolese people and calls on all regional leaders to reject those who perpetuate violence and instability.” The message is that the old system of proxies and plausible deniability is finished.5:06 Washington is now drawing direct lines between the money, the militias, and the governments it holds responsible.5:14 This is a far more aggressive, and far more risky, American posture in the heart of Africa.5:21 The era of predictable alliances is over.5:24 Today, power is transactional.5:26 It's measured in barrels of diesel, in targeted sanctions, and in the widening cracks between old friends.5:33 The rulebook isn't just being rewritten.5:36 It's being torn apart, page by page.
